What survives conversion, and what shifts
Body text, reading order and basic formatting transfer dependably. A straightforward report or letter usually comes across almost exactly.
Multi-column layouts, text boxes and tightly designed pages are where things move. A PDF stores position, not intent — so the converter has to infer that two blocks of text form a table, and sometimes it infers differently from how you would.
Expect to spend a couple of minutes tidying a complex document. That is still far faster than retyping it.
Scanned documents need OCR first
A scan has no text in it at all, only an image of text. Converting it directly gives you a Word file with a photograph inside — technically a conversion, practically useless.
Running OCR adds a real text layer, after which conversion produces editable words. OCR is very good with clean printed text and less reliable with handwriting or faint photocopies.
Getting a cleaner result
If you have any choice in the matter, convert the original PDF rather than a printed-and-rescanned copy. Every extra generation loses information the converter could have used.
Very large documents are easier to handle in sections. Splitting a 200-page manual and converting a chapter at a time keeps each Word file manageable.
