When an image is the right format
Images win when the destination will not take a PDF, or when the document needs to display inline without anyone clicking through — a thumbnail, a slide, a chat message.
They lose whenever the text matters. An image cannot be searched, selected or read aloud by a screen reader, and it usually takes more space than the equivalent text PDF.
If you only need it smaller, compressing the PDF is almost always the better move.
This conversion is one-way
Converting to images discards the text layer permanently. You can rebuild a PDF from those images afterwards, but the result is a scan-like document with no selectable text.
Keep the original PDF. If you ever need the text back from images alone, OCR is the only route, and it is never quite as clean as the original.
